In the information era, people pay more and more attention to use the information technology and brand-new management idea to improve the public organization and the government's professional skill. Combining the information technology with government's government affairs work, fully utilizing the network and various kinds of new technologies to let the public, cooperative partner, supplier and public organization's staff member receive government's information more conveniently, and offering service to them, all this constructs E-government system.With the development of E-Government, the government's requirement on decision support of information system is higher gradually. It can supply lots of valuable data for government's decision-making during the running the E-Government system. In order to make the construction of the E-government system perspective, while structuring the basic framework of the E-government, should make most use of the data analysis tool to set up and optimize the administrative system and DSS inside the government, improving the accuracy of the decision-making of government department, so as to make the government offer scientific planning and macro adjustments and controls on development of the whole society.In order to meet the development of the E-government and demand on DSS of the E-government, this thesis has carried on the research of the following aspects mainly1. Use UML for the description of the design of E-government's DSS system which based on J2EEUnify the modeling language (UML: Unified Modeling Language) is a kind of standard figure modeling language, used for explanation, modeling and establishment documents of object oriented development system. It use models to describes structure, static and dynamic characteristic of system. This thesis has usedUML to describe the design of the E-government's DSS system.2. Research and application of Design PatternDesign Pattern is the summary of experience for the software design and development. It will bring good structure to the system when we use it rationally during the object-oriented software's design. This thesis discusses the Design Pattern's idea and some kind of Design Patterns for J2EE's WEB layer, which has been used successfully for the design of system.3. Design of DSS's framework on the basis of J2EE modeThis thesis puts forward one software frame for WEB layer which combining many kinds of J2EE design pattern after has studied many kinds of present prevailing frameworks of WEB layer's designing for J2EE. This framework will meet the need of E-Government. In order to describe this framework clearly in this thesis the author uses UML's Sequence Diagram.4. Research for decision support system's Model Base of EGovernment Effective operation of DSS cannot leave the support of the Model Base. Itdeposits all kinds of decision-making models, these models can carry on analysis prediction appraisal and optimization to the decision-making questions and therefore Model Base and its administrative system are cores of DSS. This thesis put forward a design in which models can be compounded conveniently after discussing the Model Base system. This design used Composition Pattern that a kind of object-oriented Design Pattern, which makes all models have a unified interface so that can be expanded, be make up and be revised conveniently. It is very suitable for the progressive development way to expand progressively of E-government DSS.
