By new market competition situation and market demand drive, service level agreements (SLA) service mode comes into existence. SLA is the service provider and the customer to confirm a consultation on the service quality level of agreements, on the one hand, customer mature gradually and more complex service requirement for service providers offer more security differentiating service; On the other hand, the SLA can provide for the customer service, pay more attention to the differentiation of the quality and customer service experience. SLA can help service providers to attract customers and maintain customer loyalty.This paper introduces the background of SLA in telecommunication field and SLA management concepts, analyzed the reasons of the SLA in the telecommunication operation is not fully popularize and utilize.The paper discusses from the pure mobile field telecom running dealer come into integrated telecommunication operator process, in the existing management mode and the framework, implement SLA management difficulties and problems. By the case of the comprehensive access on business customer, get the solution of the implementation of SLA from management processes's design structures, and SLA combined template for optimal solutions, based on the solution proposed SLA management information model, and presently supporting system, fusion and the whole system model framework.
