With the extension of expressway mileage, the expansion of expressway network scale and the increase of expressway service life, operation and maintenance of expressway are becoming important day by day, electro-mechanical equipment maintenance cost budget has arosen increasing attention. At present, the method based on historical and actual consumption or equipment's value and its service life is adopted in company. Those two methods are simple and operational, but neither of them is reasonable. Later, a set of excel based on national road project budget system is established. The method is accurate and reasonable, however, it is inefficient and inflexibility. Under this circumstance, a maintenance cost budget system is build up with computer network. The system overcome the shortcoming of traditional method, in addition, it turn over complicated budget preparation to computer, so that it is simple, convenient, and accurate to deal with cost budget, simultaneously, the work load of budget staff is greatly reduced.In this paper, above all, composition and calculation of expressway electro-mechanical equipment maintenance cost are described; then, failure classification and distribution curve is analyzed. A failure dynamic evolution rule based on age reduction factor and failure rate increase factor is proposed. Under this rule, three dynamic maintenance period models based on reliability, availability and economic are constructed, furthermore, a multi-objective maintenance frequency model based on single-objective maintenance period model is constructed, which combined with reliability, availability and economic. According to the relationship between maintenance period and annual maintenance frequency, the calculation process of annual maintenance frequency is obtained; What's more, after probability curve fitting, parameter estimation and comparison of fitting performance are made towards failure example, weibull curve is used to describe this equipment failure distribution curve, then maintenance period and annual maintenance frequency under single-objective, as well as multi-objective are calculated. Finally, dynamic model is applied in the budget software. The system is coded and realized after requirement analysis and detailed design, which adopts Microsoft Visual Studio 2008 development platform, SQL Server 2005 database and C# language, besides, it is proved that budget result is accurate. The model of maintenance period and annual maintenance frequency are in accord with the facts. Both functional properties and non-functional features meet the requirements, in addition, the system has characteristic of friendly interface, convenient to operate, strong practicability.
