As the network of Expressway Electro-mechanical Systems expands, it isrequired to be much safer. Then it becomes the key point that the present safecondition shall be under control when a system is being constructed and working.Besides, a risk assessment test on the system must be done before its condition can beprecisely comprehended. To make sure that the construction and operation goes right,it is urgent that a risk assessment model of the Systems be studied.Analytic Hierarchy Process is an efficient way or model which leads to a rightdecision for a system hard to be exactly quantified, after conducting a detailedanalysis of its essence, factors, and internal relationships. In the past few years, it hasbecome a hot topic and predominates in the studies of the risk assessment ofinformation system.After making an analysis of the relative studies of the risk assessment ofinformation system, this thesis aims at bringing out a model of ExpresswayElectro-mechanical Systems. It analyses the relationship between risk and the asset,threat, vulnerability of the “A Comparison of the Asset and Vulnerability in theEnvironment of Threat”(CAVET). In the end, it works out the problem within the riskof the system and its each factor.In this thesis, the assessment model is divided into two parts. In part one, itforms a structure of the risk assessment index system of the electro-mechanicalsystem. The system is so huge that the division of system structure has to be done bydifferent levels with reference to the frame protection of system domain. And basedon previous studies, it tries to improve the Analytic Hierarchy Process and putforward the “1to10five-scale method” which makes it convenient for designing aquestionnaire and increasing its acceptance from experts. Meanwhile this method canavoid contradictions and confusions when these experts try to make a judgment bycomparison. Thus, it makes the judgment matrix much more consistent and, theAnalytic Hierarchy Process can work more effectively in the risk assessment test onelectro-mechanical system.In another part, with accordance to the demonstration of the risk assessment teston electro-mechanical system, the model tries to take a test on the system by “1to10five-scale method”,“0-2three-scale method”, and “1-9scale method” respectively. The comparison and analysis of these results show that “1to10five-scale method”proves much more suitable for the risk assessment. Thereafter, a risk assessmentmodel comes into being, particularly for expressway eclectro-mechanical systemsbased on AHP.
