Design And Development Of The Cost-Budget Management System In Oil Production Plant

At present, Daqing Oilfield Production Plant and its units have been established reasonably comprehensive budget management system. Although accounting has been in use for computer and network running, the use of the computer remains in the input documents, the output of a simple statement of accounting stage, data can not be shared, the computer features a powerful data-processing has not been fully utilized, and thus directly affect the cost of budget management and efficiency, thereby affecting the overall management of the enterprise level. In addition, traditional accounting methods and means, inefficient, error-prone, it is difficult to solve complex budgeting and cost-cost implementation of the process of budget control.To solve this problem, this paper focuses on the costs of a powerful budget management system (CEMS) design and development methodology. CEMS is the cost of budget management performance of information technology is a modern accounting system and the combination of modern information technology. It will support the full cost of the budget management system, including quota management, budgeting, budget control, performance assessment and analysis, account management, truly entry point, the use of multi-point, data sharing, the achievement of budget preparation, decomposition, given , control, evaluation of the integration process, standardized and systematic. In addition, it will combine the characteristics of computer systems, information systems play in the data, calculation, analysis, transmission, control areas, as much as possible to reduce the manual preparation and implementation of the budget of man-made interference, improve the budget management of the speed, efficiency and accuracy to meet the budget of science, the goal of implementing effective and thus for the enterprise budget analysis, investment decision-making to facilitate the great work, and will greatly facilitate the financial information of the effective use of resources.
