With the rapid development of E-government, many digital archives have been constructed. Because the electronic records has the characteristics of easy elapsed so the electronic records should be completely safekeeping. Digital archives concern about long-term preservation of resources, and electron records center as an integral part of digital archives, its objectives government network through online collection of electronic records, track and maintain and interface with the digital archives orderly archiving of electron records management system. Now OAIS framework has been established as the national standard to construct electron records center. Under the framework of the OAIS making it the core of the electron records center.First this article discusses the long-term preservation of digital information resources and give the background. Confirmed the necessity and feasibility of construction of electron records center. Analysis of the OAIS framework, based on their functional model design framework is proposed to standardize the design of electronic records center OAIS. Application of OAIS framework, electronic documents from the construction of the center of a discussion of how to start the framework of the system for electronic document center core functions and business processes. And make the application platform, application system design, and some key technologies such as OAIS-based packet encapsulation under a detailed introduction.Article for the establishment of electronic records provide valuable reference center and help establish the theoretical basis, and improve the theoretical system of electronic records to make certain significance.
