Organization and personnel departments which manage the human resources of university are the core sections in universities. At present nearly all the branch offices of Organization and personnel departments in universities in china have established relevant information management system, including the management system of personal file, payroll system, management system for cadre information, management system for talents. These efforts brought about visible performance and built up information management theory and accumulated practical experience.Although these information management systems have accumulated and collected mass professional data, there is an obvious departmentalization phenomenon. Each system is in unit operation and does things in its own way without networking, thus data sharing cannot be achieved and data redundancy makes inconformity between different information management systems. Further more, decentralized data information cannot provide effective data analysis and complete searching function on personnel information for managerial decision making, so various kinds of statistical data needed by universities or authorities concerned cannot be generated by these systems. Based on the above reasons, it's necessary to establish a unified management system for Organization and personnel information.This paper based on the single function of information management system in the branch offices of organization department and personnel department in Huaiyin Institute of Technology and proposes to develop and perfect an unified, function complete, well circulated management system for organization and personnel information, in order to realize data sharing within the campus network and eliminate redundant data for effective data statistics and analysis and personnel information inquiry.Aimed at system construction, this paper focused on the following issues:1. According to practical work, the paper analyses the demand of management system of organization and personnel information and devises the Administrative levels accord with this system.2. The paper analyses the system demand and studied the UML (Unified Modeling Language), on this basis modeled the system, analysed use cases, constructed static models, dynamic models and physical models, and completed design of workflow models.3. The paper researches the technology of Delphi program development, SQL Sever database, wrote the foreground program interface and background database sheet, and realized the concrete project by connecting relevant management systems through ADO technology.4. The paper realizes the function of each modul in the system, meanwhile completed the software testing for the system.
