With the in-depth and extensive application of information technology, it has become more and more possible to exploit MIS. MIS is a new type of subject that is developing gradually, and for any enterprise to exist and develop, and to organize the activities effectively, it must construct MIS for personnel and talents organization that fit to its own characteristic.This paper introduces the procedure of developing a management information system using the strategy of"Layouting from top to bottom, and developing from bottom to top"with C#. This paper, by analysing the disadvantages in the management of personnel and talents in Jilin Province and combining the practical situation, developed an effective scheme for the management of personnel and talents through the network. It also presents the analysis part of the personnel and talents orgnizing system, including feasibility analysis and operation flow analysis and so on; The designing part mainly introduces he design of system functions, database and code, and the implementation part shows the algorithms of some main modules. The interface is friendly, the operation is easy and it is pretty applicable. This system includes more than ten work, i.e., ID management of Organization with real name; generation of report forms of talents and salary; dynamic management of official register; management and assesment of professional titles through the network; generation of report forms for professional titles; automatic measurement and calculation of salary; dynamic management of the merits of the people in government units and public institutions; management of the cadres in the enterprises from the military and document management of mobility talents, and so on. It strongly supports the work of personnel and talents and electronic government affairs.This system works through the network, and it has been running all over Jilin Province, and the basic database for the personnel and talents has been founded. Logically, all these informations are in the same database, so we can dynamically maintain and update it thoroughly, avoiding the procedure of data report and receiving and so to guarantee the accuracy and objectivity of them, and we can do authorized calculation and analysis on it at anytime. Users can maintain the database through the network, and because it strictly conforms to the practical procedure of data check, there will no artificial errors. Concerning with the data security, this system utilizes devices with high security level, and also uses different robust data backup techniques, for example, cold and hot standby, local and other place backup, and time-sharing backup to protect the data. The efficiency could be improved to more than one hundred times, and for the update of the data all over the province, it could finish within one day or 1 to 2 weeks, which couldn't be done for stand-alone systems. In general, after the system was founded, it could have and evident improvement in the aspects of real-time, objectivity, controlability, authority, security, efficiency, maintenance fee, function update and data mining and this improvement is epochal.This sytem devide the functionalities into several type, and it includes daily management, affair management, documentation management, category management, salary mangement, report form management, system maintenance, data exchange, user management, Organization management and professional title management, etc.Daily management includes institution management, personnel management, data retrieve, batch processing and information statistic and so on.Institution management provides the functions to add, delete, edit and search of information for the units. Unit information includes a main set and several subsets. In the main set, users can add and edit the basic informations, such as unit property, location, belongings, etc.; the subsets include unit merit, department scheduling, information of institution and Organization and so on. The information in the subsets makes the salary, personnel and talent statistics and looking for the information of different units easy.Data retrieve provides the functions of simple enquiry, complex search and daily statistics, etc..Using the module of batch processing, users can process the same items for a certain kind of personnel simultaneously.Information statistic could help users for all kinds of daily statistics, including talent statistic and salary statistic in the end of a year.Work management includes data acquisition, change application, data check and data examination and approval. And these four modules could be classified to two data processing procedures. The first one is data acquisition->data check->data examination and approval; and the other one is change application->data check->data examination and approval. That is, in these modules, the users can add personnel, change the kind of the personnel and transform them between different units. Every job must pass a complete procedure, otherwise, it couldn't success.Since the system took into effect, most of the officials have had a deep expression on the humanization and scientific thinking in the design of this system, and seen the convenience informatization of personnel and talent management take to our daily jobs.This system has been applied in Jilin Province, and it play an very important role in the adjustment of salary in the end of 2006, and it improved the efficiency largely and make Jilin Province complete the work before all the other provinces in China.This system has been authorized and appraised by the ministry of personnel. At present, the commission of finance of Jilin Province also uses this system for read and edit and budget of finance. Under the new trend of electronic government affairs tranfering from trade to territorial, this system will certainly play a very important role in it.
