Medical papers to be published, generally will go through the processes of editors' evaluation, peer review, final review of chief editor/editorial board, manuscripts revise, editing process, filing, typesetting, proofreading and other sectors. Among them, peer review, final review of editorial board/chief editor, and editing process are important parts for ensuring quality of papers. In particular, peer review is most important. As peer review is process for evaluating the academic value, editing process is a procedure of comprehensive evaluation, revise and rearrangement from the local to the whole and from content to form, to ensure manuscripts fulfill the quality level to publish. Editing work is a continuation of peer review, a joint of peer review and publication. Theoretically, after a rigorous peer review and comprehensive editing, a manuscript should be greatly improved both in both in content and in form. However, qualified reviewer usually have excess works, so they have not enough energy to review manuscripts in detail, adding with imperfect peer review mechanism, lack of supervision mechanisms, and unsound protective mechanism of the rights and interests of reviewers, which make peer review still have some problems, such as review process are not intensive or rigorous, advices are not strong, evaluation results are not objective or fair, academic evaluation standard is not unify. All these leading to uneven quality peer review. Uneven quality peer review and editor's own knowledge structure limit result in the papers published in medical journals still have some disadvantage.By the methods of literature research (comprehensive understanding of domestic and foreign editing papers), combining with research on the characteristics of medical research papers, we analyzed the factors of influencing editing quality of medical papers. By face to face expert consultation, and telephone interview, we in-depth discussed the indicator of quality evaluation system on scientific paper editing. Then according expert consultation and questionnaire survey (Delphi method), the indicator were screened and modified for constructing a novel indicator system consistent with features of medical papers (treatise) editing. With expect counseling and analytic hierarchy process (AHP), we reasonably defined the weight of the third-class indicator of evaluating system, which could be used as a reference for dealing with problems in politics, scientificity and standardizing when editing manuscripts, and which also could be used to quantitatively analyze and synthetically judge the editing quality. So we conclude that the construction of evaluating indicator system for editing quality of medical papers (clinical treatise) could improve the quality of medical papers, thus improve the quality of medical journals.
