Objectives:To review the equalization of basic public health services literature, to describe and evaluate the achievements of balancing the development of essential public health services in both urban and rural Longquanyi Chengdu, furthermore some policy suggestions were given in it.Methods:Reference literatures were reviewed and on-the-spot investigation conducted to understand the advancements in and barriers to the implementation of measures to improve basic public health services through descriptive analysis, and the equalization of public health supply and utilization were evaluated by Gini coefficient and T test et al.Results:11 township hospitals (community health service center) and 116 village clinics were reconstructed at the standardized level; Public health system had been strengthened, the city-township-village three-tier rural health service network and the urban community-based health service system had been improved; Type C essential public health promotion package was implemented and 11 types of free basic public health services had been delivered in Chengdu, Some were supplied at a low level; the financing of health expenditure was raised at a overall higher level of¥20 per person in 2010; 478 medical talents were recruited since 2006. The overall health condition in both urban and rural Longquanyi had been increased significantly, through the indicators of health measurement such as prevalence rate, mortality rate and life expectancy. The index of concentration of township hospitals (community health service center) is 0.3, the Gini coefficient of public health suppliers and equipments is less than 0.35; The grades of health datum, community diagnosis, family birth plan and Maternal care were increasing both in urban and rural areas with no significant differences from 2007 to 2010(P>0.05), only infectious disease incidence between urban and rural areas was distinct(P<0.01), due to complex reasons.Conclusion:This study suggests that the emphasis of Longquanyi Government on balancing the delivery of basic public health services development in both urban and rural areas is an important effort, but the specific parameters for C-type essential public health promotion package should be clarified, the quantity and quality of staffing must be addressed, three-tier health system must be strengthened, and sufficient funding must be provided.
