With the implementation of the western development strategy, the traffic flow and volume at plateau and complex airport has been increasing rapidly. More and more airlines joined the operation of highland flight. However, it significantly increased difficulty to the operation of plateau airports and lines, due to the special elements of the plateau airport, such as thin air, complex topography, complex meteorological condition, and anoxia of aircrew. In 2004, China's civil aviation started to introduce RNP flight procedures at the plateau airport, compared to traditional flight procedures, which reflects its outstanding advantage on lowering requirements of aircraft performance and improves the operation safety of highland airports and lines. With the common application of RNP flight procedures at plateau airports, it urgently needs to establish a safety assessment and guarantee system.This research is a part of "Safety Theory and Key Technology Research on Plateau Airport Terminal Area Flight" (Approval No.: 60832012), which is the national natural science funds subject and civil aviation mutual fund funded key project. Through investigation and research, the paper analyzed the status quo and flight safety situation of the highland flight and found the existing problems. It applied risk identification techniques and system analysis methods to identify the hazards comprehensively and systematically under the condition of the RNP operation at the plateau airports, and developed the risk assessment index system after inductive analysis. On the basis of risk assessment index system, it applied AHP(analytic hierarchy process) and fuzzy comprehensive evaluation method, combined with the way of expert interview, questionnaire and on-the-spot investigation and collecting data, to issue qualitative and quantitative risk assessment to each evaluation index of the risk assessment index system and determined the risk level from the four aspects of people, equipment, environment and management. And then it put forward risk control and prevention suggestions and measures under the condition of RNP operation at the plateau and complex airports.Finally, it aims to take a beforehand control on the inducing factors accidents and incidents under the condition of RNP operation at the plateau and complex airports, and eventually ensure running safety of RNP at the plateau complex airport. Additionally, it constructed a safety evaluation system of plateau and highland flight, and probed and established risk assement methods to plateau airports to make a foundation for the design and development of risk identification and analysis system for plateau airports flight.
