In the great banner of building "China Dream", the Civil Aviation Administration of China proposed the construction of air power strategic objectives.Driven by this goal, the domestic aviation industry appeared a new situation to flourish. As the nation’s largest airports joint-used by military, Yantai Laishan international airport Yantai Laishan international airport made by leaps and bounds of development. However, due to geographical restrictions and conflicts between military and civil aviation flight increased gradually, Yantai Laishan international airport is required to be relocated for a larger development space. As one of the most important facilities in the airport, the construction of the runway has a large investment, long construction period, high technical requirements, etc, thus there are all kinds of risks inevitably in the process of investment construction. Yantai Chaoshui airport runway construction project risk management research can provide important guidance and reference for domestic runway builders.The article uses the method of combining the theoretical analysis and practical investigation, on the premise of consulting risk management journal literature at home and abroad, summarized presentation of project risk management theory, and then through several field research, combined with many years of work experience, the paper conduct a comprehensive and detailed study to Yantai Chaoshui airport runway construction project through the qualitative and quantitative analysis methods.This paper is divided into seven parts, compared with the focus on the technical aspects of the runway construction paper, this paper pay more attention to runway construction project risk management analysis. The first part of the article describes the background and significance of the study, summarized the main research status at home and abroad in terms of risk management, and presentation of the contents of the article research, methods and innovations. The second part of the article discusses the main theoretical basis of risk management. Then the article introduces the background of Yantai Chaoshui airport runway construction project. Based on the current status of Yantai Laishan international airport operations and future development trend of the research, the paper puts forward Yantai Chaoshui airport runway construction project planning and design requirements. The fourth part of the article mainly according to the theory of risk identification of Yantai Chaoshui airport runway construction project planning and design, project bidding, quality inspection, acceptance and assessment after four stages of risk points is analyzed, and the risk factors faced by the project identification, on this basis, using the analytic hierarchy process for the project of the secondary and tertiary risk factors for risk assessment and risk control research, then according to the theory of risk control on how to control the risk factors of airport runway construction project effectively are analyzed, and then puts forward the corresponding risk control measures in each stage.Through analysis, the article finally comes to the following conclusions:The theoretical knowledge of risk management applied to the airport runway construction projects which can effectively avoid the risk factors associated with the loss caused to the project. Through analysis of Yantai Chaoshui airport runway construction project at all stages of risk factors, risk evaluation index system constructed runway construction project and by AHP project risk assessment of the risk factors listed in the index system has been adequately studied. Under the premise of Yantai Chaoshui airport runway construction project risk identification and risk assessment, risk factors for the four stages, the article proposes the corresponding risk control measures so that the project risks are in the controllable range, and provides a reference and basis for the airport operator in building the runway project that can effectively control the risk and reduce investment losses. |
