The rapid development of economy makes people's traffic demand more and more, highway as national economic and social development of the important infrastructure also started the high-speed development. The development situation of highway is mainly manifested in the growing of highway mileage and constantly increasing of highway grade, meanwhile, because of the unceasing development of Internet technology and the increasing demand of people to GIS, one of the hotspots of the current traffic management information system is that WebGIS technology was introduced into the highway maintenance management. This paper mainly studied the pavement management system at the country level highway, but upon review of the literature, a large amount of information is about the study of national road, as one of the rural highway roads, the country level highway is not attentioned at high level. Based on the investigation of diseases data of road surface, which is about 19.857 kilometers in X121 road between LiangShan town and YunLong town in the LiangPing country, this paper analyzed on the related theory of WebGIS, studied the pavement management system development process, and Eventually a calculation program with desktop version was completed and a highway maintenance management system based on the WebGIS was established.Based on the arrangement of a lot of data about road diseases, a calculation program with desktop version was writed for road disease with Arc Engine component technology. The road disease index PCI and DBL from the calculation of program was inputted in the LiangLong road pavement disease query system. A map service website was developed for query and display of the road diseases in the course of establishing a highway maintenance management system. Based on the .net Framework and asp.net technology, the website was designed and developmented. The GIS servers, Web servers and data servers were concentrated on a computer. With Server9.3 and Visual Studio with ArcGIS 2008 as development platform, a highway maintenance management system based on the WebGIS was completed for query and management of the disease using C# language.
