Human resources is the first resources.There are nearly 1,300 million people in our country and 800 million people in the countryside and the latent rural human resources are fairly rich, whereas current low stituation quality of rural human resources have become enormous obstacle of our country rural economic liftting off and agricultural modernizing.With the development of knowledge economy and global economic integration, all over the world countries have strengthened their human resources development. The development of rural human resources is the fundamental way to resolve the problems facing rural culture, areas and farmers .Train high-quality new- type peasants to be a cresis of top priority of rural economy development of the future to China. How to transform the rich rural human resources into the abundant human capital, how to transform the huge population pressure into the formidable development power is a basic question. It is also the key task to build a well-off society in an all around way.Developing rural human resources of our country has just started.Rural human resources development is a social system engineering related to government, farmer, company and other factors, and it have many obstacles,such as institutional, market, policy. Combining with the analysis of the arising problems ,the thesis based on the analysis of the presentence,reasons and importance of rural human resources development. It also analyzes the overall training of objectives,ways and measures of rural human resources development.It gives the rural human resources development strategic measure systematically, and attempt to offer some theoretical directions for thepractice.The conclusion is that a flexible approach in light of local conditions should be taken, different development mode should be chosen to develop the rural human resources, and various ways and measures should be taken to maximize the benefits of development so as to realize the quantity and quality and structural objectives of exploitation. We should creative a set of feasible rural human resources development strategy, take strengthen the investment, health care, transform,education, training and other ways to promote rural huanm resources level. To develop understanding technology, good at management, good at managing modernized new-type peasants at many levels, serve the rural modernized construction of our country.The innovative aspects of this thesis is that it proposes the suggestion of policies systemly to constructe a rural human resources developing system from the government and social macro aspects and micro aspects such as increasing the investment,improving the rural education, shifting the rural surplus labor force.
