Human capital is an important factor in economical growth. The flowing of human resources is not only the need of economical development, but also is the inevitable product of socialized production. However, the human resources market which established under the dual economic structure and the strict household registration system has the obvious city and countryside dual division characteristic, has hindered the human resources marketability. Only establish an open, competitive, orderly, urban and rural unified human resources market, can we achieve effective allocation of human resources, lead the essential factor such as material, information, market to flow and cause the city and countryside economy to develop. How to strengthen guidance and management, unify the city and countryside human resources market has become an important topic.In this paper, firstly, we pointed out the huge gap between urban and rural labor in employment opportunities, payment, access to public resources, and analyzed the institutional and policy reasons. After that, we discussed the feasibility and significance for establishment of the city and countryside unification human resources market. The countryside human resources are abundant in Laizhou, the city in Shandong Province. Uniting the city and countryside human resources market and transferring surplus human resources is very urgent. This article took Laizhou as the object of study, in the light of its initial experience and deficiency, basing on relevant theory and its actual situation; we proposed further solutions for improving its founding of human resources market, for instance establishing the identity management systems, integrating urban and rural social security, reducing the gap of income in city and countryside and so forth. Finally, for the realization of a nationwide co-ordination of human resources for urban and rural markets, this paper argues that the experience in Laizhou has universal significance and reference function to our country. We should popularize its experience and the improved suggestion stated in this paper, and then we tabled some related proposals, including developing the tertiary industry, speeding up the urbanization construction, reforming present countryside land system, perfecting government inspects mechanism and so on.
