Study On The Development Of Rural Human Resources Based On Socialist New Countryside Construction

China's reform being 30 years, China has scored great achievements in social progress and economic development, which depends on progress in rural areas and rural economic development to a large extent. However, in recent years, the economic development of vast rural areas has slowed down, agricultural revenue has dropped, the farmers'income has grown slowly, the gap between urban and rural areas has widened, "three rural issue " (agriculture, rural areas, farmers) has been the main obstacles to the sustained development of China's economic. There are many factors which influence the progress of rural areas, in which rural human resources development is a main factor. For a long time, there is not only an improper allocation of human resources in China's vast rural areas, but also lack of human resources and human resources development , which is difficult to adapt to the situation of global economic integration. Therefore, from the country's future development, The most arduous task of the realization of a well-off society is in rural areas, and the fundamental way to solve the "three rural issue"is to fasten the development of rural human resources, creating a large number of new rural people suited to the needs of new countryside construction. Thus, we choose study on the development of rural human resources based on socialist new countryside construction as paper's topic.In this paper, we have studied the human resources development of rural areas in new socialist countryside construction, and researched the obstacle of human resource development of rural areas. The main used theories include regulation economics, new socialist countryside construction, human resources, human capital, and human capital development and so on.Firstly, based on the Marxist methodology, the paper has reviewed and analyzed the evolution of China's rural areas construction; conclude the experience and lessons of typical model of rural areas construction, which compensated the deficiencies of the research on the evolution of China's rural areas construction and the analysis of model.Secondly, the paper has analyzed the methods of rural investigation, pointed the deficiencies of the previous investigation methods, and handed in a new method of survey. Applying rural investigation method, we have investigated the Feixiang County in Hebei province.Thirdly, based on China's "three rural" issue and the reality of building a new human resources of rural development, a rural human resources development system model and a complete development pattern are established, the rural human resources development and performance evaluation system called "RENBAO-model" is set up based on the analysis above.
