Since 20-year reform and opening, especially the China Banking Regulatory Commission independently having been exercising bank supervision,we have made great progress. From pure rule-auditor supervision to cautious supervision regards avoiding the financial risk. The core, all of these scribes that bank supervision is heading for the scientific, legal, normal orbit gradually. Our country has formally been one of the WTO (WTO, the World Trade Organization) members, possess the WTO basic right, undertaking the duty that adapts mutually with it since December 11 in 2001. According to the WTO signed relevant agreement, our country will open the financial industry completely in 2007. Then the financial industry will face the larger impact with challenge and the unprecedented opportunity, face the international rule and the foreign capital banks to mixed management,requesting the bank to take charge of efficiently moving with the heavy responsibility of the international competition ability, so as to promote financial system reformation with the development of the national economy in China. In a few past years, there are many discussions on the bank supervision in the economic and financial theories field in China, and some of them have reached common sense.
