China's Hydropower Engineering Project Management Mode Selection

There are luxuriance waterpower resources in China. According to the newest layout data, theoretical deposit is about 694000MW, with 542000MW of technical developable capacity and 402000MW of economic developable capacity therein. During the last 50 years, China has got famous achievements not only on the developing scale but also on the quality, technique as well as management of waterpower development. At the same time, a huge hydropower station - Ertan Project - was built and put into commercial running, other huge projects were commenced, which includs the Three George Hydropower Plant, Longtan Hydropower Plant, Xiaowan Project, Pubugou Hydropower Plant, etc. On Sep 26, 2004, the 1st generator of Gongboxia on Huanghe River was put into running, upon which the total capacity of waterpower generators in China was over lOOOOOMW, which emblematized that the waterpower developing in China has achieved a historic over-crossing and created famous achievement during the past century.Along with joining the WTO, Chinese domestic construction market is faced with challenge from the international, and the international popular as well as new improved project management models are adopted in China. During the lat stage, three rules on the construction management models were setup, which including the project entity responsibility rule, the bidding and tendering rule as well as the construction supervision rule. Upon setting up of these rules, frame of construction managerial system which contents those rules was formed, and initially completed the reform of hydropower project construction managerial system, and established the periodical task for project management model to joint together with the international one. Accompany with further deepening of Chinese power system reform and complexity of investment subject, especially joining of nongovernmental investment, a new peak on hydropower development is being revealed, the current construction managerial system and project construction management models will face unheard of impaction. It is foreseeable that more new project managementmodels suiting to the Chinese situations will be expedited.This article introduced and analyzed the popular international management models as well as current improvement, reviewed and summarized the reforming career of Chinese project managerial system as well as hydropower construction managerial system, concluded the forming historic of current hydropower managerial system, and briefly introduced the parallelism contract model, analyzed the two projects, Lubuge Project and Ertan Project, which represent the development progress of Chinese hydropower project construction management. At the same time, it is expatiated that running with complex models is the requirement of history, and studied the different management models on hydropower projects. Furthermore, the author gave innovational research on the project management models for typical government owned and nongovernmental investment hydropower projects, and set up several models for select, put forward some recommendation to the management models of Chinese hydropower projects, and analyzed the necessity to found international engineering corporation and project management corporation in China, and advised several selection on development and some suggestions for generalization of EPC models on hydropower projects, as well as some notable cases on the EPC models. Furthermore, the author analyzed the suitability of CM model to Chinese hydropower project, and pointed out some notes on its application, analyzed the impendency to adopt PMC model, and setup some specific suggestions on generalization of PMC model. Thereafter, the author analyzed the management case of Jiuzaigou hydropower development incorporation with his working experience. According to the above statements, the author concluded that it is available for more construction management models being adopted on the Chinese hydropower development, and that is necessary requirement for cultivating of international engineering and project management corporations, and it is available to select suitable project management models in accordance with specific conditions of different projects, and suggested to strengthen the guidance and legislation work of the government during execution of hydropower project management, and to evolvethe theoretical research and innovation on project management models, and to promote the setting up of international engineering and project management corporations.Through the study on this article, the author would like to give some opinions for reference on the domestic hydropower development investment agents and managers, and would like to get some resonance and well suggestions devote to the managerial systems and models for hydropower development.
