Study On Method Of Chaoyang Hydropower Engineering Project Management

Hydropower project is performed under the various natural conditions and complicated social circumstances. Therefore, the construction is a process with the feature of long last-time, vast investment, high risk, complicated internal structure and broad external relationships. Hydropower project management is more a complicated systems engineering, which usually involves different subjects and social backgrounds. In recent years, hydropower has a rapid development in China. Many large or huge hydropower plants were put into use. Consequently it is of much importance that we take the theory of modern project management as guidance of hydropower project management. From the owner perspective, the paper studies the project management methods of Chaoyang hydropower in the stage of construction, which is a SHP of Supa River, Baoshan City, Yunnan Province. The main contents and achievements are as follows:(1) The general concept, content and characteristic of engineering project and engineering project management is briefly stated. Moreover, the general theory of hydropower project management is reviewed in brief.(2) The organization structure and management pattern of project management are stated in brief. On this basis, the paper establishes matrix organization and comprehensive management pattern which is suitable for Chaoyang hydropower project. The comprehensive management pattern bases on the system of overall responsibility by owner, the system of bidding and contract and the system of construction supervision.(3) The general content of quality control in hydropower project is reviewed in brief. Through the analysis of factors affecting hydropower project quality, the paper establishes the entire process quality control system of hydropower project. Taking the case of manufacture and installation of penstock, the paper carries out the study of the entire process quality control system according to the specific situations of Chaoyang hydropower project and proposes the operation programme and effective measures meeting quality control of this project.(4) Through the analysis of the traditional method to control time, cost and time-cost of hydropower project, the paper introduces a new method to control cost-time considering the benefits of generation ahead of schedule. Chaoyang hydropower project applied this method to arrange the most optimized time. Practice has shown that this method has more superiority compared with the traditional cost-time method in hydropower project.
