Because of the establishment of the new hydropower project construction and management system (owner's responsibility system), the owner are asked to be responsible for the entire process of the power plant, including planning, financing, design, construction, production, management, comprehensive income, to play more attention on that if the power plant investment is economical and reasonable. During hydropower construction, the owners on the one hand should depend on the socialized and professional management organization -supervisors (or consulting corporation) to assist in the controlling the investment, progress, quality, safety and so on in order to reach the goal of controlling the entire process, to follow and manage construction contracts and information, and undertake the coordination work among the parties on the construction site; on the other hand, it often happens that the owner interfered too much in supervision, they often commanded production overhead supervisors. Thus, the owner's project management work is constantly increased, and did not focus on the key points; not only failed to promote the management, but stroked the supervisor's positivity, and affected the normal production finally.During the construction, what kind of a project management organization (Project Management Organization, PMO) and workflow system should the owner establish, how to distribute rationally the management authority and work scope? In order to guarantee the owner to play the leading role in the construction, also ensure the supervisor to exert all powers for the site management, and achieve the ultimate goal of project management.According to Systems Theory, the paper analyzes the owner's administrative duty during construction stage of hydroelectric engineering, and defines the owner's authority and obligation. Thus, it built the beneficial organization setup and working procedure system of the owner's project management, and establishes a management model "small owner, great supervisor" in the construction phase of Hydropower project.First, through the analysis of the environment affecting the owner's project management, the paper defines the relationship between the owner and the constructor, points out the owner's basic functions and major work. Second, for aiming at the require of the owner's project management during the construction and constituting the reasonable management structure, the paper analyses the management organization's role, functions, workflow and management system. Then, for meeting the owner's need to establish the model "small owner, great supervisor" during the construction, the paper analyzes the necessity of establishing the owner's construction Projects Management Information System (PMIS) and its structure. Finally, by introducing and analyzing the one owners' project management model who adequate the management model during the construction, the paper proclaimed that the new management organizational structure should be adequate and efficient.
