Hydropower is a clean, environmentally friendly way of hydropower development. As the good opportunity for the development of hydropower, the 12 th Five-year Plan will drive a large of hydropower project construction. However the engineering project has the character of uniqueness, one-time etc, and for hydropower project, it also has many characters, such as many contractors, long construction period, huge investment and complex technology, complex construction environment, which make hydropower project company management difficult.At present the project company mostly works in the functional organization form or the matrix organization form, in the current era with intense competition, faults is more and more obvious, such as organization coordination difficulties, lacking of effective management means, low efficiency of information communication, and the efficiency of project management and process defects get more than remarkable. BPR proposes new ideas against the disadvantage of labor theory.In this article, it did some research on the process reengineering theory and the characteristics of the hydroelectric project, which lists the six stages of a typical set of process reengineering, and summarized the difference between hydropower project management and other projects’ process reengineering. For example, it requires to pay attention on the external processes due to numerous contractors; it requires to strengthen the bidding and contract management due to numerous project contracts; it requires to strengthen the safety control due to complicated construction site environment; it requires to pay attention on environmental conditions and the laws of nature, as it is governed by nature.Finally, it makes some case analysis on the process reengineering theory and hydropower project company. In this article, it did some research on DP hydropower program staffs and other parties and made some analysis about problems in program management, such as the focus on function and division of labor, less attention on management process; In the process of project implementation management, there are some problems, such as low procedure consciousness, weak customer awareness; unsmooth communication between departments, which affect the efficiency of management. Aiming at the above problems, it makes analysis on the quality, progress, investment, security control and puts forward the process reengineer theory for DP program company with the guidance of BPR theory. It puts forward to different tasks and process reengineering achievements in each stage. It makes analysis during the whole event from the perspectives of quality, progress, investment, security respectively. The approaches listed 40 major daily management, combined with the characteristics of hydropower project management, and designed 15 related processes. Finally, it makes analysis on effect of the project company new process execution. Through process reengineering, it makes project management process more clear and smooth, employee responsibilities more clear and active, cooperated with other cooperated-building parties more tacit understanding, and customer satisfaction has improved significantly.The article mainly researches on the process reengineer specially for DP program company, but it can be widely used in all hydropower development companies. As long as the project companies work the process reengineer to control elements from themselves, build the hydropower project management system based on covering the whole process of project, it will make the project construction management specialization, standardization.
