In recent years, China's telecommunications enterprises have been in the state of adaptation under the circumstances of structural reform. Although the enterprises have made some positive attempts in the reform of three systems, there are sill a lot of internal problems, such as the problem of unreasonable post setting, obstructed administration and business flow, employee's lack of competitive awareness, egalitarianism to a greater or lesser degree in distribution, unformed incentive and restraint mechanisms, etc.When the enterprise decides to take the initiative to hold its fate and not to let things drift, a complete and systematic achievement appraisal regime is needed to combine the benefits of employee and enterprise with the employee's achievement, to integrate the result of employee's achievement appraisal with the personal benefit. Only in this way can the effect of incentive be got. And the emolument design is the most important means to connect the benefits of employee and enterprise with the personal achievement.Aimed at the problems that existed in achievement appraisal and emolument incentive systems, the thesis presents a new pattern suitable for the case corporation and sums up the results of the operation on the basis of combination of the theory and actual situation.
