With the modern telecommunication industry competition is becoming increasingly fierce, and gradually formed a China Unicom, China Telecom and China Mobile, the three pillars of the situation. China Telecom, as a veteran telecom enterprise, facing the fierce market competition, how to improve its service level and quality, has become the focus of thinking in the fierce competition in the market. Guangdong, as China’s coastal developed provinces, economic exchanges are very active, of telecom service quality requirements are high, these services are provided and security are powerful core talent team as the basis of the security. Therefore, to improve the quality of service of China Telecom, the first core is to do a good job on the construction of their core talents. However, due to the influence of the traditional state-owned enterprise system thinking, Jieyang Guangdong Telecom has a serious problem of the loss of core talents. This paper to China Telecom Guangdong branch as an example, Jieyang, Guangdong Telecom core talent cultivation was studied from the perspective of career planning, hope that through the study improve state-owned enterprises in human resources management level, strengthen the protection of key personnel, so that the core talents better for business services.In this regard, this article first defines the relevant concepts of this paper, so as to determine the scope of this study.
