The famous American psychologist McClelland proposed a theory of competence, which provides a whole new approach and perspective to build a new human resources management model. In the context of knowledge-based economy, competency-based human resource management has become one of the most important trends in modern human resource management. Career management of human resources management has become an extremely important area of content and a new direction.This article explores the ways of combining competency model with career management and tries to build a career management system based on competency model. Firstly, the domestic and foreign academic researches of competence theory were reviewed and comments, elaborate the definitions of competence and competency model. Then, through the combination of competency model and the theories relate to career management; explore the methods of bring competency model into career management system in practice and assess whether it is feasible.The method is based on job classification and grading of competency, capacity and job matching, based on the establishment of a complete career management system:a clear corporate strategic goals, develop corporate career development policies, employee self-evaluation, the development of specific professional development plan feedback evaluation. Which focused on the two parts of solving competency measurement and training programs.Based on the research above, this paper build a career management system based on competency model, and elaborate the processes and methods of competency model being used in career management system through the power supply enterprise case.Finally, the authors suggest that in the information environment and big data era, we should make a career management information system, and operate employees’ career management tasks on this system.
