The development of tourism industry brings a large number of opportunities. But with low grand tourism recourses and weak attraction became the main problem to be solved during the tourism development. Recently, comprehensive tourism which focus on the tourist experience not the scenic spots became the new tourism exploration. This tourism develop model changed the income from entrance tickets to the tourism reception income. But both traditional tourism and comprehensive tourism was based on tourism attraction. The traffic location of rural area of Fuyuan Dongshang river basin was good. However, the tourism resources was poor. Tourism development based on existing resources cannot be succeeded.The analyze of Fuyuan Dongshang river basin was based on large amount of spot investigation information and Google Map. The main conclusions was as followed:1. Fuyuan Dongshang river basin was typical non-optimal tourism resource area with poor infrastructure and no tourism facilities, while residents of this area have no tourism service consciousness.2. The two main methods to develop non-optimal tourism resource area were landscape agriculture and village transformation.3. Landscape agriculture is the main method to raise tourism attraction in mountainous area. Through the strengthen the mountain looks and beautify the terraced field to rising the tourism attraction.4. Landscape agriculture is the main method to raise the tourism attraction of poor resources. 5 ways of transformation have been concluded as large area background setting, mountain looks strengthen, terraced field beautifying, theme modeling conforming and adding splendor to existed tourism resources.5. Villages transformation was focused on village characteristic, village environment, tourism facilities built, infrastructure rebuilt and village culture.This research provide a direction of Fuyuan Dongshang river basin tourism developing and reference materials to other non-optimal tourism resource area.
