On the base of demand analysis, the system designed from system structure, function modules, database, backup and other aspects to achieve the whole process of information management from the production, circulation, processing, archiving, query and store. This paper also designed a database of electronic files information, a platform of data acquisition and management.3. The paper realized the main functions of the system and given the major operation interface. At the same time, the was proposed to match with the system.
