Electronic government is defined as follows. The organizations, with the internet communication and computer technology, get the function of interior and exterior management and service to be simplified, optimized, conformed and reformed to realize it in internet at last. It breaks the restraint of the time, space and disjunctive branches and supplies the society public and itself with integrative, highly effective, high quality and uncorrupted management and service. The content of the e-government affair is abroad. It contains education, employment, medical treatment, electron stock, social insurance, corporation service, tax affair, and government electronic service in many other fields. It requires integrating many gateway web sites of the different government departments. Aim at this point which the system content is complex, various, and updating rapidness, we make use of the advantage of Web Service to construct the E-government system.With the rapid development of information technology, office automation systems and document management systems have matured, many domestic and international fashion platform-level technology products, many organizations according to practical needs launch a different product paperless office and document management products.Firstly, this task begins with the research on the practical development status of the E-document system. Then, combine the advanced Web Service technology with the document affair and propose the E-document management frame and model based on Web Service. By analysis about the structures and departments in Department of Education, Jilin Province, we implement the whole simple frame. Additionally, analysis the Web Service exploitation application service system structure and design the requirement model frame of the E-document system based on Web Service. Exert and use the advantage of Web Service sufficiently and integrate the complex office information of the document affairs. This paper analyzes the various departments of education system of Jilin Province of the traditional manual document exchange, which means there are many links, poor security, easily lost and so on, It can not meet the education work needs of the construction, so it's urgently need for a new document exchange ways to improve office efficiency and ensure the confidentiality and integrity of documents. In this case, send and receive electronic documents system on WEB-platform came into being. Moreover, according to the practical demand, bring forward different standard, protocol based on Web Service. And also suggest the implement interface standard of the E-document Web Service. Detailed design the rights of electronic document management system, send documents and sign documents of three modules.Send and receive documents system used between the various units for sending, receiving letters, documents, etc. It's for all levels of management to provide a total solution of electronic communication and for the paperwork to provide a fast and reliable channel. This system ensured the documents quickly and accurately convey to improve efficiency and save manpower and resources.
