Influencing Factors Of Electronic Records Management

The meaning of digitized management of electronic records is that records generated by electronic devices are only archived,managed,used and saved electronically,and no longer generate paper files.With the acceleration of government reforms,the issue of effective collection,long-term preservation,and convenient use of massive electronic documents has become increasingly prominent.The traditional records management model has not been able to adapt to the new requirements of the new situation in the context of current big data.Therefore,government agencies need to use the new electronic document management model to meet the urgent need for reform.There are various influencing factors in the implementation of document electronic management in the organizational units.Based on the relevant theory of government innovation and diffusion,this paper constructs a framework of the influencing factors of digitized management of electronic records,relying on the opinions of 22 experts to assess the importance of each influencing factor.In view of the 5 "extremely important" factors and the 6 "more important" factors,this article adopts a literature study to conduct an empirical investigation on the current development of the record's digital management model.After investigation by experts,it was found that the legal status,institutional guarantees,willingness of the first-hand,information-based,and attitude of superiors of electronic documents were considered to be the most important influencing factors in the management of single-set systems.Experts have a high degree of consensus on the importance of standards,first-hand wishes,informatization level,and institutional guarantees.There is still controversy over fault tolerance,unit values,and social benefits.After analyzing the results of the expert survey,it was also found that the importance of the factors influencing the implementation of the single document management system for electronic documents was reduced from top to bottom and from management to technical factors.Combined with the findings of the experts and the actual situation in the country,it was found that the trial of the electronic records management system in Zhejiang province is relatively successful and has basically met the requirements of important influencing factors.However,on a nationwide scale,the environment for the digitized management of electronic records is not yet mature.It is also necessary to deploy legal regulations,information infrastructure construction,and electronic document management platform construction.Due to various constraints,this study is not comprehensive enough in terms of index system construction and assessment of the importance of influencing factors,and requires further follow-up scientific research.This study has certain practical implications for the popularization and diffusion of single-document management of electronic documents,and has certain guiding significance for the self-examination of electronic document management by the authorities.In the follow-up studies,researchers can gain a deeper understanding of the influencing factors and major obstacles in the management of electronic document slips through questionnaires,interviews,and field research.
