When Dan Gillmor (the columnist of The San Jose Mercury News) mentioned the concept of we media for the first time in 2002, maybe he didn't anticipate that we media has brought an innovation storm in the media field after its several years'development. With the extensive use of mobile phone, blog, instant message, BBS, podcast, etc., we media sets up a big challenge to traditional media. What's more, it also has a profound influence to politics, economy, culture and etc. in our country. At all times, properly dealing with crisis will not only improve the image of our government, but also guarantee the construction of harmonious society. Of importance, communication is the key factor during dealing with crisis. Therefore, under the new circumstances of constructing harmonious society, it is necessary to make analysis and research on the government crisis communication with the influence of we media. On the basis of analysis of the features and influence of we media and taking the intrinsic behavior of we media in government crisis communication as the logic starting of research, this thesis explores the typical characteristics and roles of we media in government crisis communication through studying representative government crisis events. In crisis events, we media can function as a media for real-time crisis information communication with geometrically growing speed of information spreading and with unruly communication process. We media has been playing both positive and negative roles in government crisis communication and influencing the government crisis information communication.By comparison of government crisis communication models in we media and traditional media, the author found that the former broadcast model (top-down news) in traditional media changes into intercast model (bottom-up news) in we media; the limit between disseminator and recipient becomes fuzzy; communication community diversifies; multiple communication channels turn up. In the face of all these changes, it is exigent and indispensable to set down new response strategy of crisis communication. In the end, this thesis demonstrates the theory to construct the response strategy of government crisis communication in we media from five dimensions: communication content, communication time, communication principle, communication channel and public cultivation.
