Chinese governments at all levels have been utilizing the high-tech such as computers and networks in order to move the functions of office environment, management and service on the network to provide the high efficiency and quality, standard, and all-round services foror the whole society, and fully realize the transformation of the government function from management type to service type. In this transformation, the government cooperation office system will provide a high-efficiency and convenient electronic government application system for government staff, and offer strong support for government institutional reform.A sound government cooperation office system can fully fit the organization institutions at all levels, and supply relatively independent cooperative office application for the 4 leading groups, i.e party, government, people's congress and political consultative conference. Meanwhile, it can also found and maintain the inner links of the 4 systems and make them to be one organic body.This thesis mainly introduces the survey and preliminary design of Shaoxing government cooperation office system, and describes the design of all functional modules and the implementation of some key functions which include the XML structure of electronic official documents, and the interface between the file sending and receiving administration module and Micosoft Office, in the official documents exchange system and the general office system respectively. The system is based on the e-government module from State E-government Standardization Guide, combined with the actual conditions and our design and developent experiences in the e-government construction.
