In recent years, the development of e-government is becoming faster and faster. Itprovides a strong support for accelerating the transformation of governmentfunctions, improving the quality and efficiency of the administration, andstrengthening government regulation and service capabilities. At the same time, sincethe relevant units are lack of unified planning before construction, and they are lackof coordination during construction process, so the distributed e-governmentconstruction unit cannot communicate with each other and cannot share informationbetween various systems.This paper established a model of e-government based on research and analysisof the actual needs of e-government. It classified e-government as three differenttypes, including government-to-government, government-to-business andgovernment-to-citizens. Based on service-oriented Architecture (SOA, Service-Oriented-Architecture) on the e-government system architecture design, it dividedsystem into three floors for implementation: Web application layer, data processinglayer and collaborative office floor. IT built a fast system underlying communicationsinfrastructure and a more complete internal and external systems integrationmechanism, the establishment of an integrated application system outside thenetwork, and promote the exchange of data between departments of convenience, theoperating procedures within the government on the lower level with differentdepartments were coordinated, system safety: a system level, database level,denoted record-level and field-level four database security control mechanisms, aswell as Web application-level user authentication and authorization mechanisms.It adopted software engineering specification to design and implement thesystem: use cases with different roles were used to analyze and modeling requirement;flow charts were used to analyze work processes and definitions; ER diagrams wereused to data analysis and modeling; conducted a software architecture based on SOAdesign; JavaEE was adopted as development platform, MySQL as the database, basedon software engineering specifications to achieve the integration of an electronicsystem. The innovation of this paper includes the adoption of SOA softwarearchitecture, the fast underlying communication architecture, effectively integrationof external system, internal system, with web service system, and the strongsupporting for program management and system security.Results show that the SOA-based integration of e-government system greatly improved the efficiency of government work. It provide technical support forestablishment of efficient service-oriented government.
