After the Public Crisis, the Crisis would imply a huge amount of information, such as the incident, loss, persons responsible, the Government's response and so on. Because of its stress response to the public on the event-related information that will produce a stronger motivation to obtain and release. As the speed and convenience of network, Internet users through a variety of ways to understand and disseminate information on the crisis, at one time interpret the information so as to make thinking and behavior responses.A physical basis for the Internet "virtual community" has been gradually formed and evolved into the reality of the influence of social management, Internet users (commonly known as " netizen") habitually express their views through the network and the information on the real world feedback. On this basis, develop a universal "network mentality," under certain conditions, information transmitted through the Internet lead to a larger resonance, Since Influence of network and the under-represented groups, as well as its the uncertainty of the development process ,this voice of public opinion will inevitably lead to social management's attention.Judging from the current situation, the party and government attach great importance to online media on people's role in ideology, Party organizations at all levels have set up a network publicity departments, all levels of government also have a web-based media propagandize in specific sectors. We can see, whether government's macroeconomic affairs department or the internal structure, have set up related network publicity departments, this arrangement is very detailed. Therefore, form the development of current situation on Modern public management, social management of the main with the network of "virtual community" has become a trend, the network of "virtual community" has become the second object of public administration. Especially in the event of sudden public crisis, the Government is to always pay attention to the network dynamics of public opinion. Then, in the sudden public crisis, the collection of public opinion in web is the primary task to guide the Government publicity-oriented and policy-making.At this stage ,the research on collection of Network public opinion in sudden public crisis is still in its initial stage in China, common practice is to establish acquisition subsystem to describe the means and methods of collecting public opinion, then complete the acquisition model .With sudden public crisis of this particular nature of the incident, as well as for characteristics of public opinion in Web, government can draw on to public opinion in special circumstances crisis of gathering mechanism for the network, comparing the collection of traditional public opinion.
