Technical State Of Defense Equipment Research And Development Unit Management Capability Maturity

In recent years, along with the vigorous development of the national defense industry, the scientific research and production tasks of national defense equipment development enterprise increased dramatically, while increasing product complexity, tighter development cycle and increase in the number of production. Facing the project schedule, quality and cost pressures, national defense equipment development enterprise need not only technical skills, management skills become more and more important. Configuration management is a management method developed in the development process of complex weapons and equipment, and is an important part of systems engineering management and quality management.National defense equipment development enterprise more and more emphasis on configuration management. How to conduct configuration management effectively, improve the enterprise's systems engineering management and quality management, become managers concern. This paper attempts to combine capability maturity model and configuration management theory, establish evaluation and upgrade mechanism to help enterprise to understand and upgrade the configuration management capability, which is contributed to improvement in the overall systems engineering management.First, this paper reviews domestic and foreign research on configuration management and capability maturity model, finds that present quantitative evaluation and improvement research on configuration management capability is less, at the same time, most of the capability maturity model mainly concern the process capability.Second, this paper focuses on configuration management of defense equipment development enterprise, identifies configuration management capability's various influential factors, not only the traditional process capability, but also the configuration management-related organizations, personnel and technical capability. Complex factors are classified and broken down to build an assessment system for national defense equipment development enterprise configuration management capability. At the same time, the capability maturity model theory is introduced into assessment system, to form national defense equipment development enterprise configuration management capability maturity model (DCM-CMM), DCM-CMM can help enterprise to measure, evaluate, improve and upgrade configuration management capability.Finally, expert interview and questionnaire are used to improve DCM-CMM, then a typical national defense equipment development enterprise is selected to analysis, and configuration management capability improvement suggestions are proposed.
