Data of one district office of SMB come from wide variety of sources which sharing the CMA and SMA's monitoring data and numerical forecast products as well as local automatic monitoring network' data.These data collect in a variety of formats and diverse and processed and displayed by different information systems.The office's bussiness systems being used began at different periods and feature relatively homogeneous data format to different standards.Because of multiple information silos, business units lack of fluent flow of information. Viewing a variety of monitoring data and analysis of data must be through different business systems, while also operating a number of independent program interface making forecast products which distributed through various independent distribution systems. There is no uniform distribution management system, so the work efficiency is greatly affected. How to achieve a unified platform, a unified business process has become an urgent need to improve meteorological services capabilities to solve business problems.The paper is to do research on how to use.NET development platform to build meteorological business service platform, and to gave details of the entire process according to the needs of the business system of the district office of SMB. Work and contribution of the paper is as follows:It analyses the the status of different categories of information systems and problems of the district office of SMB, and makes clear the needs of the construction of the meteolorogical bussiness service system based on the. NET flat. On this basis, through the analysis of the business processes which include data management, post-processing of the results of numerical prediction,query and analysis based on GIS platform, production of meteorological products and weather information distribution in conjunction with the features of.NET development platform, the paper completes meteorological business service platform requirements analysis and architecture design. It also elaborates on the detailed design and implementation process about the data management module,the GIS technology-based query and analysis module,the meteorological products production module, the Web Services and Ajax technology-based weather information distribution module and the system management module. The paper focuses on how to implement MVC design pattern on the. NET development platform to achieve the separation of the business logic and the presentation layer to make the system more loosely coupled and the nature of functional modules more reusability and applicability. Finally, the system's scalability and benefit are analysed and prospected.
