In recent years,with the continued rapid economic development of china and improvement of People's living standards, the air transportation industry is booming. With the great increase in the amount of flight,Civil Aviation Safety ushers in a great challenge. As an important part of civil aviation, Civil Aviation Meteorological Services are playing an important role in aviation safety and security increasingly. In General, in order to ensure the normal running of aviation safety, the accuracy, timeliness and diversity of civil aviation meteorological information service is required .At the same time, real-time and effective to send meteorological information report so as to reduce the various types of flight level of accidents because of meteorological is needed. So, the merits of aviation meteorological services are very important for aviation safety running.Aviation meteorological service is a kind of industry that combines aviation meteorological data collection, transmission, processing, application and feedback. What's more, it still combines all kinds of subjects such as meteorology, electronics, air detection, signal and information processing. The data acquisition usually covers the detection means such as meteorological satellites, weather radars and surface meteorological observations.In order to ensure the accuracy of aviation meteorological services, aviation meteorological technicians typically have to integrate all kinds of data getting from detection means, to process a large amount of data, then are allowed to release to the ATC, Airport and Airlines. So aviation meteorological service has a higher requirement for the validity of the massive meteorological data management.Nowadays, domestic meteorological information management system for civil aviation mainly manages all kinds of meteorological data separately. This kind of management mode is so difficult to achieve data integration and unified management that affects the real-time and validity of the aviation meteorological service. Therefore, to develop an advanced aviation meteorological management platform to enhance the level of aviation meteorological forecasting service, has great significance.This paper aims to the urgent needs of the meteorological information management platform for the field of aviation meteorology, to study the feasibility of building management platform and the corresponding implementation plan. On this basis, the corresponding model is built and the software management platform is implemented. In the system, the meteorological data management database of southwest ATC is built and the meteorological network operating platform is improved. Finally, the data fusion of meteorological satellites, weather radar and automatic weather observing systems is achieved so that the service can meet ATC, Airport and Airlines ' need and provide forecast support for the civil aviation.According to the different application needs of ATCs, Airports and Airlines on aviation meteorological services, the C/S and B/S architecture technology are used. Based on the vector graphic, various meteorological data of Meteorological Center of Southwest ATMB can be resolved, including the geostationary meteorological satellite FY2D, FY2E, polar-orbiting meteorological satellite FY1D, automatic observation system Midas IV, meteorological telemetry station system, EEC Doppler weather radar systems, aviation weather message system, while each user terminal can be displayed. The system has the following characteristics:(1) Server database integrates a variety of meteorological information and data, making the release of data effectively and timely;(2) Client achieves the dynamic visualization of meteorological information, making the weather data can be real-time display in the user departments;(3) The network combined the C/S and B/S technology's advantages and disadvantages, so each department can access information according to their needs;(4) The data format of EEC radar systems is analyzed, making the Doppler radar system running in the Linux operating system transplanted to run in the Windows operating system;(5) On the basis of the data management, business management work based on B/S structure is used;(6) System architecture is improved, and meteorological data monitoring of the Meteorological Center of Southwest ATMB is realized.The design of the whole system has a good human-machine interface; various types of aviation meteorology information can be visually displayed and serviced for the aviation weather effectively. The system has been applied to civil aviation operations of Southwest ATMB, and is playing an active role on air traffic support.
