With the development and popularity of the 3rd Generation network, the competition in the manufacturing of telecommunication equipment increased rapidly. The traditional extensive method of quality management can not meet the needs of enterprises.Shanghai Bell is the leading manufacturer of telecommunication equipment in the world, which has first-class production capacity and production equipment. However, it has some problems about quality management. Shanghai Bell is still using the traditional way with Excel reports in their quality control.In each product line, quality information is entered into the independent Excel reporting system, resulting in the data can not be shared and the information can not be communicated between the product lines.All these result in island of information. And it causes a large number of redundant information and greatly reduces the efficiency of quality management. It is necessary to develop a quality management system to improve the quality of products and achieve rapid response for quality problems.First of all, the present conditions and existing problems of the quality management in Shanghai Bell are discussed, so as to make the necessary of developing the quality management system based on Web Services clear. Based on it, the way of quality information management is analyzed.And from the characteristics of Shanghai Bell, the function requirement of the quality management system based on Web Services is discussed and the system architecture is analyzed. Then the core subsystems such as quality plan management, quality information management, the issue retrospective management and quality improvement management are designed in detail.Based on Web Services,it is discussed the communication of data information between each product lines and the sharing of the product quality information between the relative departments.Finally it is discussed the expansibility of the system and the profit which brought to the enterprise.
