In recent years, information technology has rapidly developed and widely used. Various organizations have introduced computer and office software to process internal information in various degrees. While using computer technology could help organizations improve information processing speed, save time and labor costs, it brings new challenges:how to manage the electronic documents produced during information processed effectively. The electronic documents are in quantity, different types and scattered in various systems and departments. If lacking of effective management, it will be difficult to use and share. In this case, the efficiency of the organization will be reduced. So, there is urgent demand for Network office automation system which can meet the practical needs of organization. The system can provide an online platform for centralized the management of documents. It will be convenient not only for managers and publishers to manage documents, but also for staff to search for the required documents quickly. Meanwhile, combined workflow management module, document audit process online will come true, compared to paper audit process, which can save time and improve audit efficiently.In the previous suggestions and proposals process of Ministry of Health, computer office software was used for text entry; most of the links in audit process was operated by manual; the electronic documents were lack of perfect management style. It was difficult for staff to search for information. Therefore, it is necessary to establish network office automation system for suggestions and proposals process of Ministry of Health.In this paper, the management problems in suggestions and proposals process were found after analyzing the situation. The architecture of office automation system was put forward based on Microsoft Office SharePoint Server 2007 server functional integration suite whose document management, workflow and search technique was full used. In order to meet the need of suggestions and proposals process of Ministry of Health, the suggestions and proposals management system was built and the office automation of suggestions and proposals was implemented.The purpose of this paper was to solve the typical problem in suggestions and proposals process, improve quality and efficiency, and strengthen inter resource sharing. So that the process would be more scientific and standardized and suggestions and proposals can play a supporting role in decision-making more efficiently.
