With the popularization of the computer technology, e-government is becoming one of the newest hotspots in our government business gradually. However, the computer architecture, basic operating system and the database of our present e-government are in a disordered situation. It is much more difficult to transfer the data resources of the e-government information into the integrated data service and to satisfy the construct target of Basic Information Resource Database. Consequently, it is emergent to offer a software which satisfies the requirement to solve the problem how to provide a tool which supports the public searches, locating position, getting and using the government public information resource ,and let people get their wanted information in the mass information resource correctly, completely, rapidly, conveniently, and economically .Most users login simultaneously without unified management or unified authorization authentication , and generally they can search by the keywords only in the Information Management Systems. However, the keywords-research is not suitable under any circumstances. Firstly, the keywords-research can't provide comprehensive information for the users. To a keyword, its extending meanings is far more abundant than its apparent meaning. Secondly, the applications parse the logic of the data syntax through the program's logic controlling only .So, if adding some new data meaning , the code for interpreting the syntax needs to be rewritten and it will bring much more repeat work.The article is on the design and research of the e-government information service system. Firstly, adopting the role-based permission management to realize the unified management , unified authorization and identity authentication , meanwhile , adopting the LDAP service for storing the e-governmental information . In addition the article is at the background of the public security field , designing and researching the case's ontology of the public security field with OWL DL , building a semantic ontology instance of the public security case system, based on which designing a prototype application system and an efficient strategy. Supplying a new choice to realize the automation of the e-government information processing field .
