E-government Construction Research Under Service Government Background

E-government, a tool of changing government function, improving administrative performance and providing public services, is one of the key components of China's government construction. Under the background of economy and information globalization, and in the new era of national overall construction of a well-off society and acceleration of modernization promotion, the service government construction is also the new orientation of government function reform and system innovation. Either from the aspect of theory or practice, the development of e-government must treat the connotation of the service government as its basic requirement, i.e. providing a practicable and efficient approach for the construction of service government. In addition, the construction of service government is also a process of dynamic evolution, and the management and service is constantly conducted directly or indirectly via information system. From public administration into information era, the construction of service government and the development of e-government have integrated to interactively promote each other. The development of e-government has generated remarkable social and economic value in the modern government's concept, function, organization and running mode, greatly promoting the construction of service government. Meanwhile, the construction of service government promotes the development and improvement of e-government in the aspects of transmitting democratic value, optimizing talents, renewing information resource and technique, and effectively providing regulations. The fundamental purpose of e-government and service government is consistent, which completely embodies the concept of serving the public of the service government and provides the advanced approaches and measures for the realization of service government. Therefore, we must actively implement e-government to promote the construction of service government.The first chapter of the paper mainly talks about the background and significance, the current domestic and overseas research, research approaches and main contents; the second chapter mainly summarizes the theories of e-government and service government, discussing the role of e-government in the construction of service government; The third chapter mainly introduces the general situations of the China's e-government development, the successful e-government case of the Digital Park of Haidian District, and the existing problems in the construction e-government; the fourth chapter introduces the global development of e-government, overseas development mode, and the reference significance of the overseas experience; the fifth chapter mainly introduces the general situation, development target and guarantee mechanism of the e-government of Qingdao; the sixth chapter provides the countermeasures according to the current situations of China's e-government, and puts forward some proposals for the improvement of the e-government of Qingdao.
