Accelerating the development of Intelligent Traffic Management System and improving the traffic conditions have a great meaning for improve the service function of Tianjin Pohai Economic Circle, and to support a overall development strategy of the country. At the same time, sustained rapid economic development in Tianjin, plays a significant role in the development of road network, and provides a strong guarantee for Intelligent Traffic Management System of Tianjin urban construction and development. The Intelligent Traffic Management System in Tianjin Public Security Traffic Management Bureau, is a coverage of city-wide, real-time, accurate and efficient chain of command, which built up based on a better public safety and transportation infrastructure, and also integrated advanced information technology, communications technology, control technology, sensor technology and system integration technology effectively.This article focuses on two major aspects, which are technology and management parts on Intelligent Traffic Management System in the project of development and implementation, in Tianjin City.Technical aspects focus on the Control Center Design and the detailed design of some important subsystems for "Urban Intelligent Traffic Management System". In the overall design program, the system design principles have been established, the system total and basic objectives have been made, and the main requirements of the system performance and indicators have been planned. Through the hardware platform design, network structure design, database design, data storage backup and recovery program, software architecture design, information and data security solutions, as well as power supply system program, before-mentioned seven sub-programs describe the overall technical planning of the Center Integrated System. Among them, take the " data microwave acquisition subsystem " and " incident video detection and alarm subsystem " for example to describe the details of the system technology.Management section focus on the importance of Project management in implementation of large-scale software integration. According to progress, describe which quality and capacity a manager must have, especially for those who worked in system integration project management, and at the same time to analysis the key role in the success of large-scale projects. In addition, through the psychological characteristics which owned by different people in different stages, the impact of project progress and the analysis of resulting risk, to clarify the importance and necessity of psychological management for a project manager.
