With the rapid expansion of city size and population and the incensement of people's social life, traffic demand increases rapidly, which makes traffic congest and traffic accidents happen frequently. All those things bring lots of troubles to the big cities worldwide. It is increasing tense traffic that becomes the most direct safety threat. Serious traffic congestions lower traffic infrastructure utilization ratio, increase people travelling time costs and fuel consumption, and at the same time bring serious air pollutions. With 3G and high data rate 4G wireless network deployments, smart phones became more and more popular. According to recent IDC research data, the global smart phone shipments in 2010 amounted to 2.7 billion, of which 60% with a GPS chip, while smart phones have real-time data processing and transmission functions.Based on the above background and the concept of ITS (Intelligent Transportation System), we build a system for road traffic flow calculation and road service by fusion of information and communication technology, mobile internet and intelligent terminal device. Drivers on road use their smart phones equipped with GPS to push their information such as location and speed to the traffic flow computing servers through 3G, Wi-Fi and other wireless networks, then the traffic flow computing servers calculate road traffic flow with road traffic flow algorithm. At last the servers feedback these traffic information to the drivers, including current traffic conditions, traffic accidents and road construction site locations. Drivers can get real-time feedback of the road traffic situation, and can be informed of all road traffic accidents or road construction of the location so that they can choose a road with good conditions to avoid traffic accidents and to drive safely. While other users can get real-time road traffic conditions information to choose the travel path of good roads or take the subway and other modes of transport, to reduce road congestion, while saving people's travelling time.Intelligent terminal location based intelligent transportation system is user-centric. System extends the service applications combined with characteristics of road traffic and intelligent terminals on the basis of the above services. System can predict future traffic flow on the basis of the traffic flow of regular people life and work with historical data; Smart terminals such as mobile phones can enjoy other location-based services, for example, drivers can get information such as gas stations location or vehicle maintenance locations and get there when they experience driving cars fueling and vehicle maintenance.System inspires user participation for providing dynamic information. User can push information such as traffic accident and road construction to system when they discover traffic accident and road construction which block road traffic. This information will be broadcasted to other users' client to remind other users driving safely.At last the system will do data mining with captured city road traffic data, from which we can get analysis data and graph result. Then we can obtain unreasonable factors in city road planning from those results and provide reasonable suggestions.
