According to the Standardization Law of the People' s Republic of China, Management Measures of National Standards, and other laws and regulations, the procedures for development of national standards should be consistent with the procedures for the development of standards required by International Organization for Standardization (ISO). That means these procedures should include the following main stages such as, Proposal stage, Preparatory stage, Committee stage, Voting stage, Approval stage, Publication stage, Review stage and Withdrawal stage, etc. Since China has joined in World Trade Organization (WTO), the procedures for the development of national standards should also be kept transparent to the member countries of WTO, and the result of different stages should be published through network. At the same time, China needs to notify the mandatory standards to the member countries of WTO as well, receive and respond to the comments from them. However, the fact is that current methods of developing national standards in China do not meet the above requirements. Thus, in order to upgrade our standards, to guarantee the fairness, justice, openness and coordination embodied in national standards, to speed up the pace of standard development, to provide better service for the society, and to effectively participate in the international standardization activities, we need to give a full play to the advantages of the information technology and manage the whole development and revision process of national standards in a scientific and effective way.Based on the research on and analysis of the current situation of standard informatization and development trend, this paper applies the Data Structure System of ISONET, an international standardization body, and relative theories of the International Classification for Standards (ICS). It exemplifies the design and implementation of national standard information management system on the basis of SOA framework. This information management system is the primary component of electronic office construction of state standardization management department. SAC, administrative sectors of each industry under the governance of State Council, each standardization technical committee on specific field, can make use of this system to conduct their network management and realize information sharing, which will lay a solid foundation for the development and revision of national standards.The development of system meets the requirement of standardzation management system of our country, and it takes into the consideration of our current situation of standard informatization. This standard management system can help realize detailed, accurate and fast data collection and processing. It is a service-oriented architecture that can increase the quality of related work. It is a scientific information management system that can provide information support for participants in the development and revision of national standards in managing their work and in making their decision. The development of this system falls into three stages: in the first stage, general requirement is analyzed, including business function analysis, business procedure analysis, system structure analysis, system module analysis and key technology analysis; in the second stage, system design is carried out, including design principle, general framework design, system functional module design, major data base structure design and safety system design; the third stage is the stage of implementation and development of system, including system configuration, system function implementation, system implementation, system deployment and testing.
