With great development of network service, users demand higher and higher service quanlities.service providers find that part of their users'value based on network continues to fall, while the other part based on content and service demands much more of their energy to specify the difference between them and other service providers as well as to improve users'satisfaction, maitain and increase users'number. To improve service satisfaction, certain level of network service should be guarantied. How ever, users and service providers all need some kind of mechanism to monitor and evaluate the quanlity of network service due to the statistics feature of IP network parameters.SLA helps both sides of the service reach consesus about the service quality and priority.with negotiations on a series of service quality parameters and guaranty their service above the parameters, SLA has become a powerful mean service providers use to attract and maintain their users.For a long time, SLAs have focused almost solely on the performance of the supporting network. However, with seperation of service and carrier network technology, the discussing of business service SLA parameters becomes a trend. The works below are fulfilled in this thesis:1) SLA theory is researched on, the six and KPI/KQI parameter models are analised.2) Common and specified parameters based on service are discussed, along with four services'specified parameters and their measure methods.3) Bring forwards the devision of physical and logical servers with different measure strategys to lower system cost. Dynomicly configure servers in order to secure system safety.4) Designed and realised server moniter model to measure basic information and two specified service parameters.complete debugging and testing the system in compus net and the analysed the testing result.
