Fair Study, Based On Information Rights

On the basis of defining the connotation of information rights, this paper explains the ontology architecture of information fairness, through understanding the basic value idea of fairness, justice and equality. It points out that the intrinsic contact of information rights and information fairness——declaration and exercise of information rights is the procedural guarantee in the realization of information fairness. Moreover, the author here analyses the dimension of the rights, and puts forward four principles of establishing information fairness——the primacy of public interest, the primacy of the human rights, the balance of rights and the limitations of rights. Then it uses the approach of training subjective capability, establishing service networks, strengthening system construction, to discover the feasible paths in the realization of information fairness, and in order to, in the process of establishing the information fair society, make the relationship of information fairness modeled and concretized, and let substantive and procedure information fairness back to the realistic system.
