On digital television set top box researching and manufacturing industry, the period of developing products made to order is short and multiple departments including departments of software and departments of hardware join the projects to develop new products. They lead to more difficulty for project management and then result in lower quality of product. How to improve product quality is the key all the time for the industry.Accounting for the problems mentioned above, we focus on two aspects, organization structures and development models. First, according to advantages and disadvantages of some structures, the paper establishes an adapted organizational structure for project management to analyze a case from Chang Hong. Second, Based on Concurrent Engineering and Rational Unified Process, the paper improves and optimizes processes of product development, forms a concurrent development flow of software and hardware to improve product quality control system.At last, the advantages of the new organizational structure for project management and flow of product development largely improving the product quality are shown by a case and comparing data of prior quality with that of current quality.The result from the paper is helpful for quality improvement of embedded software development on digital television set top box, it is able to assure product quality and reduce cost in the case of short period of project to get obvious value.
