With quickly development of information technology, mass information in E-Government Field explodes. The government is definitely the main creator, collector, distributor and consumer of information resources in the society. As the correlative statistic data indicates, eighty percents of information resources are closely related to government affairs. However, the application of E-Government information resources is not effective because of the various formats and representations of information, as well as different implementation problems of information sharing. Thus in order to make E-Government information resources sharing more smoothly, the urgent point is to reduce the workload of information tagging and improve the efficiency of information searching.With literature review on researches of information resources management and semantic web, this study concerns on E-Government information resources management and analyzes the typical models of E-Gov information organization. We introduce the framework of E-Government information resources sharing system based on ontology as well as four key function modules among this system. As the foundation of information sharing, the building methods of E-Gov domain ontology is discussed. We find an approach of building E-Gov domain ontology by use of E-Gov Thesauri and complete a sample domain ontology focusing on E-Gov information resources contents.Finally this study gives details to the significant modules, including semantic annotation and semantic searching, in the E-Gov information resources sharing system. Several instances are given out to illustrate the implementation and effectives of these two modules. Our sharing system framework based on ontology features that with the help of domain ontology, people can retrieve E-Gov information with higher recall and precision ratio.
