Co-construction and sharing of information resource is the eternal subject and ultimate objective in the field of library science. and the role of government behavior is indispensable in co-construction and sharing of information resource. During the process of our co-construction and sharing of information resource, we can realize that almost every great turning is closely and inseparably related to the lead and support of the government. The development of co-construction and sharing of information resource can represent the level of the economic construction, scientific and technological development, culture and education, comprehensive strength in one country or region. Therefore ,in this new period, under market economy condition, it becomes very important to learn the experience of developed countries and improve our disadvantages. Only in this way, our government can stimulate the initiative of each department and advance the development of our co-construction and sharing of information resource.Based on the comparative analysis of some representative examples at home and abroad, this paper concludes the role of the government in general plans, coordinated management, fond support and so on. The paper also points out that we still have a lot of disadvantages in policy making, macro regulation and control, and law making. We should realize the importance of government behavior, improve the policy system of co-construction and sharing, remove obstacles in administrative system, strengthen the ability of coordinated management, draw up suitable regulations and laws and provide efficient and flexible funding mechanism. Only in this way, we can reach the goals of co-construction and sharing in its true sense.The comparative analysis of co-construction and sharing activities in China and abroad in this paper provide a new way in the research in co-construction and sharing of information resource.
