In the 21 st century, we have entered the era of knowledge economy, when the information is as the main body. The high-speed and convenient information processing becomes one of the focus for all countries. The early in the 1990s, world major economic power successively put forward the development strategy of building informatization national. With the rapid development of informatization, especially after the appearance of government databases, e-government information management system, and the emergence of e-government collaborative office, the construction degree of E-government affects directly the competitiveness of government, and measures as the important index of the development level of all countries. To develop in such challenging environments, there are some problems that how can E-government information resources be organized and how can information sharing and exchange mechanism be build for the information resource networking, information sharing and business synergy in heterogeneous operating system and data-base. If those problems can be solved, E-government information resources scattered can be united integrated and managed well, so collaboration among government organs or among governments will become smooth and easy.At present, the E-government construction in China is entering a new phase, when E-government information resource integration is the main task. This reflects the common wishes of national government mechanism and aspects of the social. There are many distributed, heterogeneous E-government information systems in government fields and various governments, or even different working departments in the same organ use different metadata models. Those lead "the phenomenon of information island" that the information systems become heterogeneity and information resources sharing and exchange suffered serious restriction. Ontology is an explicit specification of a conceptualization. If ontology is introduced to the construction of metadata model, and used in the E-government field, the meaning of e-government terms and the relationship among the terms in e-government metadata can be explained vividly.So, after reviewing the relevant research, this dissertation conducts a systematic research on ontology-based metadata models with the support by a grant from the informatization construction project of the people's congress standing committee of Shanxi Province. The research on metadata model of government information resources based on ontology and integrated approach to government information resources based this model is showed in this paper. The similarity in terms on the model can be compared by Matlab graphics if the constants are given different values. Java language development environment is used and J2EE technology roadmap is selected for design and development in this subject. The results of this research are showed by information resource sharing system where different types of business data are sampled and analyzed. Information resource integration mechanisms based on the ontology metadata model can disposal these things including unified business data standards, business system interoperability, and business data exchange and sharing from the result. This model is of some value on solution to the problem of semantic heterogeneity, and provides some practical guide on the design of administrative metadata system, and planning and implementation of information sharing mechanism.
