After years of development, e-government has gained a lot of achievements in China, and a great deal of information resources and experience have been accumulated. The main problems now facing most sectors of business systems are based on the actual situation of their business developed, the lack of uniform standards and unified planning. How to ensure the achievement of the effective development and utilization of information resources has become one of the key subjects for government information construction. Semantic Web is the representation of the development direction of the new generation technology of World Wide Web. Its target is to solve the great plenty of problems emerging in current WWW applications and to realize the resources sharing and application cooperation. The developing Semantic Web technology provides a newpath to resolve the problems in traditional information resources management.Ontology is a formal, explicit specification of a shared conceptualization, and represents domain knowledge in an explicit and formal mode. It is useful to enhance knowledge sharing and the cooperation feature between heterogeneous systems.This paper analyzes the current development status of domestic E-government, for the lack of resource sharing platform is proposed ontology-based framework for government resource sharing platform. In this paper presents the build local ontology of the department base on the metadata and metadata schema for ontology learning, then generate the global ontology merging local ontologies by ontology-merging technology.
