As a key technology in implementing modem business process management and control, workflow provides a whole framework for business enterprise from process definition to process execution and control. With the development of workflow, more and more researchers concerned the reliability and correctness of WfMS.Through investigates the workflow reference model which is offered by WFMC and provides the structural model of Workflow Management System under the Framework .Net. Based on building Workflow Management System under the framework .Net, this paper investigates the integrative manner of the distributed Workflow Management System.Base on technical analysis of workflow, and related constitute the discussion of the main factor, give set up the system's method and realization which all-around workflow system under the WEB environment, the system aim is providing a whole solution for the customer, and applies the workflow technique to system well in.According to the analysis of the requirements to develop critical business applications, this paper presents a framework of a relationship-based lightweight workflow engine, which is built over the conventional relational database system and integrated the XML document structure model. It consists of three components, namely: organization resource, information resource and control resource. The reasons that the concepts of relationship and lightweight are adopted to design the workflow engine are thoroughly discussed in the paper, The work that don't be complete to provide according to the WFMC workflow reference model to carry on a design, carrying out the part of the key in the actual need.A prototype of this workflow engine has been applied to actual applied system in, which shows the application of the workflow engine can markedly shorten the cycle of the development critical business applications.
